How to Become a Mortgage Broker in Ontario

Ontario’s broker licence is an experience-based progression

A new entrant does not normally jump directly to the mortgage broker licence. FSRA’s current path is Level 1, then Level 2, then Broker. To upgrade to Broker, an applicant must have been licensed as a Level 2 agent for at least 24 months over the previous 36 months and complete the approved broker education program within the required period.

What the Broker licence changes

A mortgage broker can deal with all mortgage lenders and may supervise Level 1 and Level 2 agents. A broker can also be appointed Principal Broker if the other requirements for that role are satisfied.

The licence therefore signals a different level of responsibility. Strong brokers need to review not only whether a transaction can be placed but whether the agent’s analysis, disclosures, suitability reasoning, documentation and lender representations are defensible.

Education and timing

FSRA currently recognizes broker education through Mortgage Professionals Canada, CMBA–Ontario and REMIC. The approved broker program sits on top of the Level 1 and Private Mortgages Course pathway. Applicants must apply for the broker licence within three years of completing the broker education program.

Use your Level 2 period to prepare for supervision

If your goal is to become a broker, build a review framework before you get the title. Practice identifying missing facts, lender-policy conflicts, suitability concerns, disclosure gaps and closing risks in every file. Learn to explain your reasoning so another agent can understand not just the answer but the decision process.

  • Review declined and rescued files, not only easy approvals.
  • Build written lender-submission standards.
  • Learn private-mortgage exit analysis deeply.
  • Know when legal, tax, appraisal or other professional input is required.
  • Develop a documented escalation habit for unusual or higher-risk files.
