What changes at Level 2
A Level 2 agent can deal or trade in mortgages with the institutional lender classes available to Level 1 agents and with all other mortgage lenders, including mortgage investment corporations, syndicates and private individuals.
The expanded scope is commercially valuable, but the more important change is professional responsibility. Private mortgages can involve higher rates, lender fees, broker fees, short terms, renewal risk and a much greater need to test the borrower’s exit strategy.
How to qualify for Level 2
FSRA requires at least 12 months of experience as a Mortgage Agent Level 1 during the previous 24 months, completion of an approved Private Mortgages Course within two years before applying, continued brokerage authorization and suitability for licensing.
- Mortgage Professionals Canada, CMBA–Ontario and REMIC currently provide FSRA-approved Private Mortgages Courses.
- If your Level 1 licence is active, FSRA currently charges no fee for the upgrade.
- The brokerage initiates the upgrade application.
- An education-equivalency route may exist in limited circumstances; verify directly with FSRA.
Private lending requires more than access to a lender list
A competent Level 2 agent should be able to explain the borrower’s problem, the cost of the proposed bridge, the realistic exit route and what happens if that exit does not occur on schedule. The lowest private rate is not automatically the most suitable outcome if fees, renewal terms, prepayment rights, enforcement risk or required repayment strategy are materially different.
Build a private-mortgage workflow that forces explicit review of loan-to-value, property marketability, credit event, income or repayment capacity, term, fees, interest calculation, exit plan, legal advice requirements and disclosure timing.
Level 2 is also the path to becoming a mortgage broker
Ontario’s broker licence requires at least 24 months of Level 2 experience over the previous 36 months, plus the approved broker education program and the other licensing requirements. Agents who want to supervise others later should treat Level 2 as a period for developing judgement, documentation standards and coaching ability—not merely accumulating calendar time.
